President for a Day

September 26, 2011

Whether we like them or not, politicians are an important part of our society. Some of them are hardworking, honest and sincere, while others may not be so much. Their job can be difficult, demanding, and often thankless. Who would want to do such a job?

Students: Imagine you are the President of Korea for a day. What law would you choose to enact and why?

If I were the President of Korea, I would enact a law to (do what?)________________.

If I were the President of Korea, I would enact a law to limit sale and supply of liquor.

The Korean government has too generous attitude toward a drinking culture of Korea

Last year, 30% of violent crimes such as murder, rape are caused by ‘alcohol’.

Furthermore, the rate of teenager’s drinking reached at around 50%, and it is still increasing.

Above all, every night I get stressed out from drunken students(I live in Woojungwon). They are too noisy… even now! They make me crazy. I can’t stand any more. I’m just about to call 112.

    • September 29, 2011 1:46 pm

I agree. I live Woojungwon too.
I can’t sleep because of noise. I want they don’t sing a song loudly.

Recently, ‘No Liquor Campaigns’ have arisen from several universities. Many students believe drinking has much more side effects than advantages. It can also cause serious health problems – liver cancer and liver cirrhosis. Drinking make people not only taken such acute illnesses also behave ugly. For these reasons, I agrre with your idea that the government should legislate a set of laws to limit drinking.

If I were the President of Korea, I would enact a law to force people to participate in a vote.
In these days, people tend to evade their duties to vote.
But because they are owner of our country, they have to give attention to country’s political matters and participate in a vote. So, I think the law to force people to vote is necessary.

If I were the President of Korea, I would enact a law to reduce university regisration fee to the half.

So many students can not concentrate on their studying because of the concern about the expensive registration fee.

As for me, most of my income from part time job is used to the registration fee!!! ㅠㅠ

Also, I heard that Korea is the second country where the burden of university registration fee is high…

In contrast, the level of Korean’s satisfaction of their living is very low.

I will enact this law if I become president for a day, surely.!

If I were the President of Korea. I would enact a law to provide financially difficult people with cheap medical examination. There are many people who cannot help giving up their checkup because of money. They have no choice but to save hospital expense because of other expenses. But if they don’t have a checkup, larger expense will occur because of worse disease. This situation is damage of both individual and nation. I think this law will reduce many patients.

If I were the president of Korea, I would enact a law to limit the level of skinship at public places.
At any public places, we can easily find many couples hugging and kissing who don’t mind other people. Too much skinship at public places can cause displeasure in someone.
In addition to that, it can have a bad influence on childeren.
I know and acknowledge that we should not violate couple’s rights to express their love. However, the problem is where they are.
So in this reason, I would make a law to limit the level of skinship at public places.

Ha-ha, as to the commenter, please don’t be mad at me it’s just a sense of joke – had a doubt you might have written it out of jealousy or somethin’ . Just kidding, lol! Well, I don’t want to get into the whole sexuality and cultural stuff, but it’s one kind of irony the Korean society has. Individualism rooted down, but folks still want to intervene with others’ business as well! Come on, it’s not like, a woman and a man turn into “carnal.” Kissing and hugging are a natural expression of love. I won’t say “oh, Europe is different,” or “America brings a completely different atmosphere, they are quite open about it” because some might also just say “well, this is Korea, not Europe!” But, come on. We have faith in reason. People should be tolerant of that.

If I were the president of Korea, I would enact a law to reduce college tuition to half price. This was the most controversial issue until recently, but only to expand the range of scholarships just a little bit. It is not enough for college students. Still, many students have to work part-time job during semester, not to mention vacations. Some of them even have to take a temporary leave from college to earn their tuitoin. According to the national research institution in Korea, the government could reserve sufficient budget for the half price policy if it reduced unnecessary expenses. I think the government should reconsider that issue seriously because it is the just right for students that they can study without any anxiety. For these reasons, it is essential to enact the policy I mentioned.

Instead of reducing college tuition prices, one could take courses at a community or junior college in thier first two years since its less than one-third of the price versues the four-year colleges. Additionally, one could take advanced placement courses in high college, in order to waive a class. Lastly, one could study hard in college and get a scholorship.
The reasons as to why I feel this way is because if the president did cut the tuition, the current and future generation would have to pay for those fees through taxes. Therefore it would be a burden to cut the tuition prices.

If I were the President of Korea, I would enact a law to make Korean army adopt recruiting system, not draft. There is no country which consists army by drafts like Korea. We can solve the problem not only expensive war expenditure but also unemployment. We don’t have to worry about lack of applicants. On the other hand, there will be overflowed with people who want money, experience, and occupations. This law also will help the army circumstances more better, with enough money and desired people. In addition, it will reduce desertions or other problems like shooting rampage. I think this is considerable problem for whole Koreans as well as men.

I agree, though I myself served the nation as well. But, remember that the two Koreas are in truce, meaning a “temporary stop of the war,” not the end of the war. I know, the system is wrong, but the government won’t be even able to manage their budget on paying the full-time soldiers.

If I were a president, I would enact a law standardize universities in South Korea.

The most serious problem of Korea’s education system is excessive competition for entrance exams for universities. This trend has started from ranking the level of universities. This trend also led many students to get too much stress on studying for university also made them to have a goal of “entering university” not their own vision.

Standardizing university means that every university be qualified in same level each other and getting rid of the threshold for entering the school the students want.

This changes will not be built in a day but if country helps we can make this happen because there are many people who is supporting this idea.

If I were the President of Korea, I would enact a law to punish hard a rapist. Certainly, there is already laws in regard to sex offenders. But it is seldom obeyed. Last weekend, I watched a movie ‘도가니’ which is mainly on physical child abuse. It does an excellent job at depicting the realities of poor law process and corruption. Due to this movie, child abuse has become a major social problem in Korea lately. Child abuse is a very serious crime and preparing a countermeasure is urgently needed. So, I think that sex offenders must be more severely punished.

If I were the President of Korea, I would enact a law to sell cigarettes at designated stores.

Smoking rates among teenagers have become a serious problem in Korea. Even worse, the age of teens who smoke is younger than in the past.

Teenagers just start smoking out of curiosity and look awesome like tough man when smoking. One of the most reasons why they are smoking is that they can buy cigarettes with their friends anywhere easily. If the government has designate a stores to sell cigarettes, the government will watch a stores which are sell the cigarettes to teenagers. It could help to reduce the number of young who become smokers.

For these reasons, the government should pay attention a stores to sell cigarettes in order to prevent the spread of youth smoking.

If I were the President of Korea, I would enact a law to limit the driving of motorcycles partly. I mean, not the driving for making a living such as delivery. There are many people who are riding a motorcycle just for fun and they usually thinks that it seems really cool. But when they are riding it, it makes a lot of noise. Especially, they ride it at night and sometimes even though I am at home, I can hear that sound. But the most important thing is that it could be very dangerous, even worse it could threaten the life of drivers. I know some people who died because of motorcycle. I do not want to take a firm attitude against them, but I have been always sorry for them who had died because of it. So, I think little restriction could be helpful.

If I were the President of Korea, I would enact a law to strengthen the anti-sex crime laws. Korea’s law on sexual violence crimes is enforced significantly lower levels than US are. Korea’s sexual-related crime has increased by more than 2 times a year. Therefore, a strong law to regulate it is needed. In particular, many of today’s tv or radio or newspapers, as shown in the child abuse problem, the strengthening of the sexual assault law makes you feel more acutely. Unusually high sexual offense recidivism rates enacted a more strong and should be done. As a result, strong sense of guilt for a criminal offense for the future to recognize the need to avoid these crimes.

If I were the President of Korea, I would enact a law to enhance subsidizing for the lower class. The gap between the haves and have-nots has already reached the peak, polarizing the society as well. No one can possibly stand up and suspend the ongoing capitalist cycle of actuality – not indicating other system like socialism as the solution. Certain states can be made; one might think that the only fault lies with him is the reality he was born and raised in a poor family. Is inequality what we have to face and admit as for moving forward? By meaning of “we” here, the commoners? Others do not even have time to realize what they are living for. Crimes can be derived from discontentment on society, the emotional burst, and the cold-heart truth one has to maintain his life no matter what. By giving them opportunities to have better education and conditions on living, they will have chance to, at least, catch up. Financial support is what it requires at skin-deep, but the high officials’ attention to the distressed is the essence this society needs the most.

Well…I totally respect ur idea, and I wanna add something

Notice: well, there are really really poor people like, no money for eating, eucation, wearing.
They are in ‘absolute poverty’ and they should be supported by government
to ‘survive’ ,that kind of groups account for no more than 10 to 15% of whole in
Korea. but what i’m going to say is about the rest of people, who are in ‘relative

I’m wondering if the government expend their money for the lower class, when do u think the government will satisfy them?
the answer is, the time when all people have same amount of money.

What I wanna say is, this is ‘relative’ things, relative poverty. you said like, there are haves and not-haves. but i don’t think so, i thought, there are ‘have more’ and ‘have less’. this is why almost every people never be content with their life. u know, there are always people who ‘have more’ live around them. This is relative poverty.
In this respect, ‘reducing’ the gap is meaningless, in order to solve this problem, we have to ‘eliminate’ the gap, (but u know, It’s impossible unless we can change the whole system), the government’s supporting is needed but i think it’s enough. according to my idea, it seems like wasting, uneding solution. we need to seek another method, like changing our view toward ‘satisfaction’, or increasing donation of ‘have more’ etc.

hmm…tough…really tough….anyway, do u really think we can solve this problem? hhh…seeking the solution is even wastng kkkkk even though there is really really good way to solve this problem, it’s never be solved unless human is changing kkkk lol!!!

If I were the President of Korea, I would enact a law to regulate the period of raising pet. Thesedays there are a lot of abandoned pets that had been someone’s family. Some people do not hold their responsibility for the pets. They just love them when they are affordable to the pets.It makes so serious social problems that need regulation. When people buy the pet, they must need an authentication certificate which indicates their duty period. If they do not obey the regulation, they might have some penalty like fine or even imprisonment. With rising percentage of the pet, this law should be enacted.

If I were the President of Korea, I would reform an educational system.
Actually, Korea Educational System is only concentrated on study. I think education does not mean only study. In my opinion, school should not only teach the knowledge but also help students to find their aptitude and interest. Korea students study for 12 years to enter the good university. They don’t consider what they want to do. Therefore they change their major after enter the university. I think this is a very weird educational system and it might spoil the students.
The educational system of Japan contains a club activity in curriculum. High school student’s of Japan choose the club according to their interest and do club activity after school hours. I think this activity can be a chance to think what the students really want to do. Therefore, If I were the President of Korea, I would change the educational system.

We are living happy and convinient life. But we don’t realize how precious time it is. In the past, a lot of people had died becuase of starvation, disease and violence of Japan.Although Japan made us live in poor, our ancestor overcame it and tried to carry on an independence movement. It is not sure that you can survive or die. But they didn’t care about it. They were heroes in the past. Nowadays, however, they are not heroes anymore. Although many would argue that the invention of cell phones has brought us many advantages, I believe it has lessened face-to-face communication. Cell phones made it possible for us to contact and meet people anytime we want. Because of such convenience, we often choose to just talk on cell phones and do not meet in persson. i believe people can only bond in person but we often think the opposite. As for myself, I do not see my friends as often as I used to when I do not use a cell phone. And even when I do meet a friend, we are busy staring at our own phones. If I were the President of Korea, I’d enact a law to enlarge arts and physical education for teenagers. Ministry of Education & Human Resources Development has been reducing those subjects because they don’t think arts and physical education are not effective to take ‘Soo-nooung-Si-Hum’ (the College Scholastic Ability Test). So the government has yielded to the idea of focusing on main subjects which are Korean, Math, English. But, I wonder who can decide what MAIN subjects are. Is the art working not important? or Is physical skill nothing, really? They are all important and necessary to students’ basic refinement and knowledge. They don’t have to study too much like they are doing now. Even though college students in the U.S didn’t study more that Korean student during their teenage days, a lot of U.S students lead the the world in the future. You might have heard A global poll on education standards. It found that Korean teenagers are the best in the world at solving problems among OECD country. I will abolish the Uniform test (the test performed in elementary and middle schools to classify them), because students undergo too much tests and get too much stress from it. And also I will eliminate academic clique by naming all the universities same like France university. There are some reasons why I want to reform especially education. Korea has the highest suicide level among the OECD members and the percentage of teen is the highest and most of reasons are about their grade and university. I think these problems come from our wrong education systems. Most of teens study and study all day for entering good university which is considered very important in their life. After this period, we even t can’t arrest criminals though they deliver themselves to the police. Who can forgive them? Just time? It’s very unfairness. In Korea, nevertheless, statute of limitations is very short compare to other country. Especially, in case of murder, it is legislated just 15years, while most of state in U.S doesn’t have it and it was abolished in Japan. If I were the President of Korea, I would enact a law to prohibit smoking on the street. There are many people smoke on the street regardless of others. People including me who hate the smell and smoke of cigarette have difficulties in walking the street full of smell of cigarette. There are many places that smokers love to smoke. Among them, the place that smokers smoke most is the bus stop. Whenever I wait for bus, It’s so hard to endure their terrible smell and also when they sit next to me with huge smell on their clothes, it’s even so hard to breathe.
Therefore, If I had right to enact a law, I would suggest to set a place that allowed to smoke. There are lots of places prohibited to smoke, but there aren’t many places allowed to smoke. So smokers who prohibited by such places find a place that is ‘not prohibite’ to smoke, then they would torment non-smokers. For this reason, I would set a place for smokers and help non-smokers not to have troubles by smokers.

So if I were the President of Korea, I would strengthen a low to pet abuse laws to protect animal rights and to defend precious of life.

If I were the President of Korea, I would enact a law to recommend young students to learn English and another language. this may sound a little crazy but i think cummunication skill is going to be the best important factor in global world.
Lots of people are moving all over the world and negotiations are being more common these days.

and also by learning other languages, young people will be able to understand various cultures and accept different opinions. this will help them be an international person.

But, this system should be optional. nobody couldn’t force them to learn new languages.
because everyone has right to choose and decide in education.

If I were the President of Korea, I would enact a law to allow death penalty. In Korea, the law is often generous while the crime had happend beacause of drinking or mental illness and it leads to light punishment. There are crimes such as murder, sexual assault which is a major crime these days in Korea. In addition, child rapists should be severely punished because they are not only a harm for their heart but also their body. There fore I am in favor of the death penalty for child rapists.

I agree with you, too. People get way too emotional and sensitive when it comes to death penalty, like, “No one has the right to take someone’s life.” But so many innocent people, even children around the world are dying from starvation, illnesses etc, Why should the government spend so much money feeding and housing criminals for their entire lives when they deserve death? That money should be better spent on helping thirld-world countires.

If I were the President of Korea, I would enact a more powerful law to punish rapists especially for children and handicapped. Few yeas ago, there were several hot issued child rape cases happened but, the criminals were not properly punished.,The movie ‘Do ga ni’ is being issued these day, because it deals with the handicapped children rape in In – wha school . All of the people who watched the movie got angry because the rapists were not punished . They use their social connection and money. For this reason, I think that the law about sexual assult should be more powerful.

I think many people are upset after watching the movie Do Ga Ni and wrote about enhacing the law about punishing rapists. And I totally do agree! and may be death penalty even should be allowed like Gabriel said. But, I also wish Korean government would make more laws to protect rapist victims as well :(!

If I were the president of Korea, I would enact a law to limit a selling cigarette. Because designating a smoking area cannot really prohibit damaging people’s health. Besides most of people who doesn’t smoke(nonsmoker) are always tortured by smoker. For example, whenever I entered the building to take a class, many people have smoking in front of the entrance. So I always take a class with dizzy by cigarette smoke. Therefore beyond a limiting a smoke area, the goverment should limit a selling cigarette.

If I were the President of Korea, I would enact a law to support a University tuition.
There are many students who hasn’t enough money.
They want to proceed to university But tuition is too high. . Extremely , These students give up to proceed to university. student have a right to learn . This right should assured by government. I would lower the University tuition and extend a scholarship.

I agree with you, average of 400만원 per semester is ridiculous, in my opinion.

If I were the President of Korea, I would enact a law to abolish the statute of limitations at ‘sexual assault’ especially a target of child. I can understand statute of limitations. I know some people say, suspect need become free from guilt. in my opinion, that very very ridiculous idea. if someone make guilty, he must be punished. that`s justice. and a target of child sexual assault is horrible crime. that`s destroyed child`s spirit and body. if someone escape punishment, helped the statute of limitations, criminal is increase. so I abolish the statute of limitations at ‘sexual assault’ and heavy punishment on these crime.

I’m not so sure if this can be a law, but I would definately do something about the education fever in Korea. Of course good education is great for anyone, but too much of something is always bad. And too much education in Korea is causing numerous issues. First, it’s a financial burden for parents because they are paying too much for their child’s 학원 or tutor fees. Second, it’s unhealthy, so many middle and high school students suffer from mental and physical illnesses from the stress of over-education. Third, the society as a whole would become an issue if everyone thinks that education is everything; there is so much more than education in life.

If I were the President of Korea, I would enact a law to support families which have babies. Since Korea became an aging society and it will enfluence our economy and developement. The people getting older is meaning that the country is getting losing the work people. It will definitely effect to over the society. Therefore, I would like to enact a law to support who is having or who will have babies on finance. The family which have one or more baby will receive reasonable subsidy from government. The more babies the more sunbsidy.

If I were the President of Korea, I would enact a law to strengthen punishment about sexual violence. Not long ago I heard about the movie ‘도가니’. You know, the main Theme of the movie is sexual assault that happened in a school for the disabled. The teachers of that school raped the disabled who couldn’t speak and hear. However, they were punished lightly because of insufficient evidence. Some teachers of them still stay in that school. Do you really think this is possible? Do you know ‘나영이 사건’ that happened 3 years ago? At that time, 나영 was 9 years old and she was disabled by the event. But the criminal’s sentence was only 12 years in prison. Sex offenders commit the same crime, and laws that can punish such offenders in Korea are too unreasonable. Therefore, I absolutely think that if I were the President of Korea, I would strengthen punishment about sex offenders.

If I were the President of Korea, I would enact a law to limit company’s working time and overtime. Because of irregular working time women with children is difficult to work. Korean companies want their workers to do more job than quitting time so many korean women give up their job and concentrate rasing a child. on the other hand some women give up children and they even don’t have a child. To solve the low birthrate problem, the law that I thougt is really important.
