People should be restricted to use energy freely. First reason is that if there are not restrictions, people would waste the energy. People don’t think the limit of nature and what the waste occur. The waste of energy is severely damaging the nature and accelerating global warming because when people use fossil fuel, energy using processes emits CO2 into the atmosphere.
Second reason is that shortage of money. Government import energy from other countries. If individuals and companies use energy without limitation, the amount of energy usage will grow tremendously. It will be bad impact on one nation’s finance. Therefore there should be restrictions on the amount of energy use.

I think the restricion of energy use is necessary for individuals to save much money. We should turn off the domestic appliances when they are unused. For instance, my home has much burden on energy costs to pay them in every winter. However, when our family saved enegy such as turning off home appliances, saving water and controlling heating system, we paid cost by cutting 30% off in last year.
Therefore, I realized that energy restriction leads to saving amount of cost.
In addtion, the environmental problems will be diminished. Global warming is one of the effects of using fossil fuels and emitting CO2 in the atmosphere. If government regulates the amount of energy, it will be helpful to prevent environmental problems in the country.

I think limited amount of energy should be allowed to individuals or institutions. Energy is limited and it is not permanent. If we are allowed to use it freely without restrictions, theEarth would have been already in more severe situations and we would forget about value of nature by wasting it. That’s why there is such an international rule like CO2 emission allowances that each country has their own certain amount of CO2.

I partly agree with the suggested idea in that I think that there should be some kind of restrictions, but not totally limiting how much energy an individual and an institution are allowed to use. There should be restrictions in the form of “energy tax”. The tax will be imposed when an individual or an institution has exceeded the certain amount of energy usage ( the figure of this certain amount should be set a little higher than the amount of energy that is needed basically ). In order to ensure the right of the poor to use energy , the fee should occur when an individual has used “too much” energy and the rich will have to pay more. How to define “too much” will rely on global environmental issues.
Also, the tax rate will be differ from that of individuals and that of institutions. The more money a company makes, the more they will have to pay. The bigger an organization is, the bigger responsibility there is.
Although environmental destruction is proceeded faster and faster, the modern civilization is not much concerned about sustainable energy, not to mention sustainable Earth. Restricting energy use is inevitable because substances like oil and coal that produce energy cause global warming and devastate nature. In addition, those materials will run out shortly. Unless there is stable sustainable (and renewable) energy system, restrictions on energy usage is necessary.

I agree with the argument that there should be restrictions on the energy consumption. Because lack of energy resources is a global problem, both public and private efforts are needed. Yearly blackouts resulting from the high demand of electrical power means that self-regulation does not work to solve this problem. Statutory restrictions are required to prevent the acceleration of resource depletion. Government can request fines to people and corporations when they exceed the energy usage standard in energy regulations. Of course, some companies are difficult to fit into this standard because of industrial characteristics. However, they have to take the risk of financial loss as a duty of social responsibility.

In my opinion, there should be a restriction in using energy for individuals and organizations. In 21st century technology, it is not yet possible to generate infinite energy with perfect green effect to the Earth. Even if it does not use non-renewable energy, it is affecting the Earth in long term. There was a black out in Seoul couple of years ago, which shows the need of restriction in energy using. Without any restriction, there will be more critical effect to human and also to Earth as well. In thinking the long term effects, restriction is needed and people should be aware of possible consequenses.

In my opinion, Individuals or institutions should be not restricted to use how much energy. We have lived in Capitalism in which everything is money.
The energy is also money in Capitalism. It is no wonder rich men have a right that can use more energies than the poor.
Ideally, Individuals or institutions should be restricted to use how much energy because it can lessen a waste of energy.
But in reality, restriction can incur bigger dangers so many nations already have a progressive tax system. The dangers are financial crisis, diplomatic relations problem, monopoly of energy and so on.

I think that use of energy by individuals and institutions should be limited to some extent. If people are unrestricted in the use of energy, there is a high likelihood of overuse. In particular, individuals should avoid excessive use of water. Korea is a serious water scarcity country, but it is not only cheap but also has no strict standards for overuse. When water is scarce, it is also necessary to adjust the household water use appropriately. There should also be sanctions for the use of electricity in institutions. The government can prevent the use of indiscriminate energy by creating a law that limits the temperature of institutions’ proper temperature. It may also implement a policy to reduce taxes on organizations that consume a lot of energy.

Nowadays, the world’s population is now well over seven billion and growing. The simple fact is that there are not enough resources to support the world’s population. So, the issue that saving energy is becoming significant. In this respect, it is only fair to save energy in diverse ways. However, I think that over restrictions restrain our liberty. Since this summer, Korean government has adopted legislation which is progressive tax for electricity. So many people were shocked by their electric charges. Technically, the purpose of this legislation is a good idea to save energy, but somehow I think that the electric rates are too high compared to the quantity of electricity consumed. Therefore, we are becoming lost our rights. For example, some people might get hot easily and sweat a lot, so they want to turn on air conditioner. However, from now on, they couldn’t because of progressive tax. On balance, the government’s excessively tight regulations are restricting our basic rights.

In my opinion, people should get restriction with using energy. People actually do not know that how energy affects environment and how expensive to import energy. When people use energy recklessly, so many environmental problems will occur. That is because, energy emits so many Co2 and other negative things, and it would eventually harm the environment. Moreover some countries like Korea do not have energy resources in their country, so that they should import energy from other country with high coast. However, when people use energy unlimitedly, energy will soon disappear, and government sholud improt energy again. It will give tremendous damage to one countries finance. So for this reason, I think we should limit the usage of energy.

Do you think there should be restrictions on how much energy individuals or institutions should be allowed to use? Why/why not?

I partly agree with restrictions on level of energy consumption that people can use. In almost every summer or winter, government are faced with a severe energy shortage because of air-conditioning systems which consume lots of energy. In unavoidable circumstances, like season or climate, it may be improper for people to restrict on how much energy that they can use. This is because they protest against the restrictions and of course, they cannot confirm how much energy they use in real time. Therefore, it is more effective to use indirect way like a progressive tax than the direct restrictions. The progressive tax can give people free rights to use energy and also promotes awareness about increased tax. In conclusion, I think that it is better to use indirect ways to reduce energy consumption.

I think there should be restrictions on energy that individuals and institutions use because of two reasons. First, energy is not infinite. when energy is produced, it spends a lot of resources and power. So, there is limitation of energy that people can make or use. Individuals and institutions would waste energy if there is no restriction related to the amount. Since it is not their own money to produce energy, they do not care about that much. Another reason is energy consumption affects environmental problems. While people are producing and consuming energy, it is obvious that nature is used and even destroyed. For example, in fact, since the industrial revolution, Co2 emission has increased. As a result, it accelerates global warming. Therefore, I think restriction on energy is important not only for lack of resources but also for the nature.

In my opinion, i agree that there should be restrictions on how much energy institutions and individuals should be allowed to use. Last year, we have experienced blackout because of shortage of electricity. It was very shocking incident to all people. Because, we strongly felt how uncomfortably we do anything and how precious energy is to us. However, if there isn’t any restrictions on energy to people, they would’t realize importance of energy and would use energy recklessly. So, i think it is necessary for individuals or institutions to take responsibility of limitation on certain energy. How about suggesting ‘energy total amount system’ to them? It is a kind of promise to use fixed amount of energy. If they don’t use prescribed energy all in a month, they could carry the energy to next month. But, if they do, they should pay money, a kind of tax, to government. Not only do government make like this policy, they need to educate population about importance of energy.

In my opinion, it is necessary that the government should restrict individuals’ and institutions’ consumption of energy. Although the amount of energy in the world is limited, most people are not usually concerned about that problem. Especially Korea imports almost every source of energy. Summer in 2011, there was the large scale of blackout in Korea because of excessive energy consumption. It could be happen again. I think restrictions of energy use for institutions are more efficient than those for individuals. It is because institutions’ actual amount of energy consumption is much higher than individuals. Moreover, as prices of energy such as electricity for institutions is much lower than those of individuals, institutions tend to waste energy. The government does not have to restrict institutions directly. It could take effect for progressive tax or extra payment.

In my opinion, there should be restrictions on capacity to use energy on sizable institution. The purpose of restriction on energy is protecting limited source, so the institutions which use energy much should be responsible for energy conservation. Statiscally,55% of total produced energy is used by industry and 15% of energy is used by domestic. If the government implements restrictions on energy, the industry tries to minimize the use of energy and it decrease total use. Moreover, new energy conservation method is developed by intutions which have buden of limited energy

I think that individual and institutions should be restricted on energy consumption.
There are two reasons to be restricted energy consumption. First reason is limit of energy. Most of energy is from the nature such as water, coal, oil and are generated by them through secondary processing. If individual and institutions employ energy without regulation, natural resources and energy will be insufficient. Second reason is environment pollution. When energy is generated, a great deal of pollutions are caused. For example, Korea is a country that has a high dependency on coal power plant on energy producing and coal power plants bring about air pollution. Therefore, excessive energy consumption should be regulated.

Our country spends lots of enery ever year. According to statistic, korea took 9th place on energy expenditure. It shows that restrictions of using enery is necessary. However I think there should be a certain standard to implement any kinds of restrictions. The using amount of energy can be different by ‘how many people living in individual house’ and ‘what kind of business that institution runs’. Government just can’t apply same standard to every citizens since there are all living in different lige environment. When the accurate standards are settled for each of them, restricrtion on energy will be carried out more effectively. Current energy system is that people who afford can use energy as much as they want. This may stimulate the market of energy related industry but it’s time to think about an enviroment. Because it is obvious that there are limited amout of energy. Therefore, this kind of energy restrictions will inculcate a sense of responsibility in public’s life.

I partly agree with the argument that there should be restrictions on the energy consumption. There are several reasons, the first is the protection of environment. Nowadays, environmental problems are becoming serious and it is mainly because that the total energy usage is increasing by degrees. It is an unavoidable issue as the world population rises and they has no choice but to use the energy. The second reason is the energy shortage. Clearly, the energy is considered a limited resource. In other words, the power may disappear and a human life will be constrained by it. For example, individuals wouldn’t be able to use a heating system in winter and an air conditioner in summer freely. In conclusion, the limitation of energy is needed for the preservation of environment and resource.

Do you think there should be restrictions on how much energy individuals or institutions should be allowed to use? Why/why not?

Regulating indiviuals or instituions energy usage can be infringement of freedom, but this regulation is needed for two reasons: economic reason and environmental reason. First, energy restriction saves social cost. In summer or winter, too much cooling or heating inside of house or building brings progressive tax. Korean families suffered progressive tax this summer and expensive progressive tax on energy use gave burden to the middle class families. Also energy restriction can save money on energy generation. Furthermore, Korea which highly depends on fossil fuel import can lessen trade deficit. Second, energy restriction can contribute environment protection. Heating the building, using too much water, burning fossil fuels for energy generation can cause CO2 gas emission. And CO2 gas has a bad effect on environment like global warming related problems. Reducing energy consumption would be best solution to reduce CO2 gas and save the nature. Therefore, in this reasons I think government should curb citizens who waste the energy.

Do you think there should be restrictions on how much energy individuals or institutions should be allowed to use? Why/why not?

I think the restrictions on energy usage is necessary for environmental reasons. Because the restrictions can be helpful to environments. But, if there is the restrictions on energy usage, the restrictions harm the freedom of citizens. Citizens use energy by paying the expence of them. Therefore, the restrictions are needed, but are hard to exist.
